HTML is interpreted by web browsers, which render the web page based on the instructions provided by the HTML markup. It enables users to navigate and interact with the content, click on links, submit forms, play videos, and perform various actions on the web.

Overall, HTML forms the backbone of the web, allowing developers to create and structure content that is accessible to users across different devices and platforms.
